During the period July 2007 – Dec 2008, Mark successfully supported EPIC to establish the business case for and helped procure a long-term Partnering agreement for Repairs and Maintenance.

The project covered the following stages:

1. Initial feasibility and commercial assessment

The main focus for this stage was to assess the feasibility and commercial viability of creating a Maintenance & Refurbishment Partnership with a single services provider and their supply chain, and to assess this approach against the current method of utilising a range of local trades and maintenance service providers. In addition, it was recognised by EPIC that their internal policies, processes, systems and procedures for managing the Repairs & Maintenance aspects of the service needed to be significantly improved.

2. Establish a project for the procurement and selection process and associated organisational changes.

Following the identification of a viable business case, this initiation stage established the procurement project using the principles of PRINCE2 to identify the EPIC project team and to ensure that the procurement exercise was managed according to OJEU regulations and was focused on meeting the required business timescales.

Stages 1 & 2 were funded through the West Midlands Construction Centre of Excellence (WMCCE) Business Assist programme for which Mark was a Delivery Partner.

3. Project management support & procurement consultancy support

Following a tendering process, Mark was awarded the contract to provide Project Management & Procurement support services throughout the procurement lifecycle. This involved working with EPIC staff to:

  • Agree the specification for the Repairs & Maintenance service
  • Identify the form of contract to be used (i.e. TPC2005)
  • Prepare the Tender notice, PQQ & tender documentation
  • Liaise with potential bidders
  • Develop evaluation models for the PQQ and Tender
  • Provide advice & guidance on OJEU procurement and TUPE regulations
  • Provide Quality Assurance of the evaluation process
  • Provide project management support including maintenance of project plans, actions, risk & issue logs and project reporting.
  • During the project, internal skills were developed within EPIC to reduce the reliance on external support.

As a result, following selection of the preferred supplier, EPIC primarily used internal resources to manage the transition period for transferring the service provision to the selected Partner.
